In the aftermath of Operation Blue Star at Golden Temple Amritsar, Poonch town with dominant Sikh population, witnessed huge rioting, mainly targeting government establishments causing large scale damage and unrest. The atmosphere got communally surcharged. The district administration had abandoned the town giving a free run to rioters. The then Govt of G.M.Shah had to go for overhaul of district administration.
